Judicial Complaint
Each State has its own procedures for filing complaints against state judges. All states require a written and signed complaint. Some states have a form for you to fill out. Other States request a letter. See the state web site the judge presides in to find out what the requirements are.
Filing a complaint against a federal judge requires finding out the federal district of the state the judge presides in. The procedure requires filling out a form to the clerk of the federal court of appeals. The complaint is then reviewed by the chief justice of the appeals.
